石油与石油设施雷电安全规范 GB 15599-95 <p> &nbsp;国家技术监督局1995-02-12发布1996-02-01实施<br>1 主题内容与适用范围<br>  &nbsp;本规范规定了石油和石油产品在生产、运输、贮存、销售、使用过程中避免或减少石油设备雷电危害的基本原则和措施。<br> &nbsp; &nbsp;本规范适用于石油设备的雷电安全保护。<br>2 引用标准<br>  GB13348-92  液体石油产品静电安全规程<br>  GB50057-94  建筑物防雷设计规范<br>  GBJ74-84  石油库设计规范<br>3 预防雷电危害的基本原则<br> 3.1 石油和石油产品应贮存在密闭性的容器内,并避免易燃或可燃性油气混合在容器周围积聚。<br> 3.2 易燃或可燃性油气可能泄漏或积聚的区域,应避免金属导体间产生火花放电。<br> 3.3 固定顶金属容器附件(如呼吸阀、安全阀)必须装设阻火器。<br> 3.4 石油容器及其附属装置(如阻火器、呼吸阀、量油孔等)均应保持良好的工作状态。<br> 3.5 石油设备应采用防雷接地。防雷接地、防静电接地和电气设备接地宜共用同一接地装置(参见GB13348第4.1条)。<br>4 预防雷电危害的技术措施<br> 4.1 金属油罐<br> 4.1.1 当贮存易燃、可燃油品的油罐,其顶板厚度小于4mm时,应装设防直击雷设备,如避雷针或半导体消雷器等。其中单支避雷针保护范围的确定参见附录A,其它情况下保护范围的确定详见GB50057附录四。半导体消雷器保护范围的确定参见附录B。<br> 4.1.2 当贮存易燃、可燃油品的油罐,其顶板厚度大于、等于4mm时,按GBJ74第11.2.2条规定,可不装设防直击雷设备。但在多雷区(注),当油罐顶板厚度大于、等于4mm时,仍可装设防直击雷设备。<br>  注:多雷区通常指年雷暴日大于40天的地区,参见附录C。<br> 4.13 金属油罐必须作环型防雷接地,其接地点不应少于两处,其间弧形距离不应大于30m。接地体距罐壁的距离应大于3m,当罐顶装有避雷针或利用罐体作接闪器时,每一接地点的冲击接地电阻不应大于10Ω。<br> 4.1.4 浮顶金属油罐可不装设防直击雷设备,但必须用两根截面不小于25mm?2的软铜绞线将浮船与罐体作电气连接。其连接点不应小于两处,连接点沿油罐周长的间距不应大于30m。浮顶油罐的密封结构,宜采用耐油导静电材料制品。<br> 4.1.5 金属油罐的阻火器、呼吸阀、量油孔、人孔、透光孔等金属附件必须保持等电位连接。<br> 4.2 非金属油罐<br> 4.2.1 贮存易燃、可燃油器的非金属油罐应装设独立避雷针(网)或半导体消雷器等防直击雷设备。<br> 4.2.2 独立避雷针与被保护物的水平距离不应小于3m,并应有独立的接地电阻,其冲击接地电阻不得小于10Ω。<br> 4.2.3 避雷网应用直径不小于8mm的圆钢或截面不小于24×4mm的扁钢制成,网格不宜大于6×6m;避雷网引下线不得少于2根,并沿四周均匀或对称布置,其间距不得大于18m,接地点不得少于两处。<br> 4.2.4 非金属油罐必须装设阻火器和呼吸阀。油罐的阻火器、呼吸阀、量油孔、人孔、透光孔、法兰等金属附件必须严密并作接地。它们必须在防直击雷装置的保护范围内。<br> 4.3 人工洞石油库<br> 4.3.1 人工洞石油库油罐的金属呼吸管和金属通风管的露出洞外部分,应装设独立的避雷针,其保护范围应高出管口2m,独立避雷针距管口的水平距离不得小于3m。<br> 4.3.1 人工洞石油库油罐的金属呼吸管和金属通风管露出外部分,应装设独立的避雷针,其保护范围应高出管口2m,独立避雷针距管口的水平距离不得小于3m。<br> 4.3.2 进入洞内的金属管路,从洞口算起,当其洞外埋地长度超过50m时,可不设接地装置;当其洞外部分不埋地或埋地长度不足50m时,应在洞外作两处接地,接地点的间距不得大于100m,冲击接地电阻不得大于20Ω。<br> 4.3.3 动力、照明和通讯线路应采用铠装电缆埋地引入洞内,若由架空线转换为埋地电缆引入时,由进入点至转换处的距离不得小于50m,架空线与电缆的连接处应装设避雷器。避雷器、电缆外皮和绝缘子铁脚应作电气连接并接地,其冲击接地电阻不应大于10Ω。<br> 4.4 汽车槽车和铁路槽车<br> 4.4.1 汽车槽车和铁路槽车在装运易燃、可燃油器时宜装阻火器。<br> 4.4.2 铁路装卸油品设备(包括钢轨、管路、鹤管、栈桥等)应作电气连接并接地,冲击接地电阻应不大于10Ω。<br> 4.5 金属油船和油驳<br> 4.5.1 金属油船和油驳的金属桅杆或其它凸出物可作接闪器。如船体的结构是木质的或其它绝缘材料的,则必须把桅杆或其它凸出的金属物与水线以下的铜板连接。<br> 4.5.2 无线电天线应装避雷器。<br> 4.5.3 雷暴时应中止装卸油品,并关闭贮器开口。<br> 4.6 管路<br> 4.6.1 输油管路可用其自身作接闪器,其法兰、阀门的连接处,应设金属跨接线。当法兰用5根以上螺栓连接时,法兰可不用金属线跨接,但必须构成电气通路。<br> 4.6.2 管路系统的所有金属件,包括护套的金属包覆层必须接地。管路两端和每隔200-300m处,以及分支处、拐弯处均应有一处接地,接地点宜设在管墩处,其冲击接地电阻不得大于10Ω。<br> 4.6.3 可燃性气体放空管路必须装设避雷针,避雷针的保护范围应高管口不小于2m,避雷针距管口的水平距离不得小于3m。<br>5 预防雷电危害的管理措施<br> 5.1 制度<br>  各单位技术部门应制定防雷电危害的具体措施。建立设备防雷活动档案。<br> 5.2 教育<br>  负责管理工作的人员必须掌握雷电知识。<br> 5.3 应急<br>  当发现雷电可能酿成雷电事故时,应及时采取有效措施,并上报主管领导。<br> 5.4 预检<br>  每年雷雨季节之前,必须检查、维修防雷电设备和拉地。检查的主要项目如:<br>  a) 防雷设备的外观形貌、连接程度,如发现断裂、损坏、松动应及时修复;<br>  b) 用仪器检测防雷设备冲击接地电阻值,如发现不符合要求,应及时修复;<br> &nbsp; &nbsp;c) 清洗堵塞的阻火芯,更换变形或腐蚀的阻火芯,并应保证密封处不漏气。<br> 5.5 人身安全<br>  雷雨天气时,应注意人身安全防护(参见附录D)。<p> &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;附 录 A<br> &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; 单支避雷针保护范围的确定(滚球法)<br> &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;(参考件)<br> A.1 当单支避雷针高度(h)小于或等于滚球半径(hr)时,其保护范围的确定<br> A.1.1 距地面hr处作一平行于地面的平行线。<br> A.1.2 以针尖为圆心,hr为半径,作弧线交于平等线的A.B两点。<br> A.1.3 以A.B为圆心,hr为半径作弧线,该弧线与针尖相交并与地面相切。<br>从此弧线起到地面止就是保护范围。保护范围是一个对称的锥体。<br> A.1.4 避雷针在hx高度的XX平面上的保护半径,按下式计算:<p> ? &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; rx=^(1/2)<p>式中:rx—避雷针在hx高度的XX平面上的保护半径(m)&#59;<br> &nbsp; &nbsp; &nbsp;hr—滚球半径(m),对石油类防雷建筑物取30m;<br> &nbsp; &nbsp; &nbsp;hx—被保护物的高度(m)。<br> A.1.5 避雷针在地面上的保护半径为r0= ^(1/2)<br> A.2 当单支避雷针高度(h)大于滚球半径(hx)时,其保护范围的确定<br>  在避雷针上取高度hr的一点代替单支避雷针针尖作为圆心,其余的作法同A.1章。<p> &nbsp; &nbsp; &nbsp;P—高度影响系数:当h&lt;64m时,P=1;当h=64-140m时,P=8/h^(1/2)<br> B.2 两等高消雷器保护范围的确定<br> B.3 两消雷器外侧的保护范围按单支消雷器计算方法确定。<br> B.2.2 两消雷器间的保护范围上边线按通过两消雷器顶点及中心线0点的图弧确定,<br>0点为假想消雷器的顶点,其高度h0可按下式计算:<p> &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; bx=3.5(h0-hx)·P<br> &nbsp; &nbsp;求得bx后可由该点向两侧消雷器的保护圆作切线求出两消雷器间在hx水平面上保<br>护范围。<br> B.3 多座等高消雷器的保护范围可按下列程序确定<br> B.3.1 3座等高消雷器所形成的三角形外侧保护范围可按两座等高消雷器的计算法<br>确定。如在三角形内被保护物高度hx的水平面上所有的bx均大于零,即bx&gt;0,<br>则被保护高度hx的水平面上三角形内全部面积受到保护。<br> B.3.2 在确定4座及4座以上等高消雷器所形成的四角形或多角形保护范围可将其<br>分成两个或数个三角形,然后分别按3支等高消雷器的保护范围计算。若所有的bx均<br>大于零,即bx>0,那么被保护高度hx的水平面上多角形的全部面积受到保护。<p> &nbsp;
